The analysis is framed by the following research questions: (1) Which parts of the wind and solar value chains offer the best prospects for generating local benefits in terms of private sector development and building local capabilities? (2) What institutional and political obstacles impede the domestic benefits? (3) What policy recommendations could be proposed to national policy-makers and international cooperation agencies to support this development process?
